The award-winning program reduces wait times, expands access, and connects families to housing and stability.

The leaders of Chelan County’s Homeless Housing Network reimagined their work—and put the client’s needs first.

Through a redesigned coordinated entry, the program serving both Chelan and Douglas counties streamlined applications, reduced wait times, and closed service gaps to connect people with temporary and permanent housing.

That innovation earned a Project of Impact Award from the Washington State Association of Counties.

Now, quick access, digital tools, and strong community partnerships create a welcoming, effective system that gives people a fair chance at stability.

Faster Access, Stronger Partnerships

Chelan County assumed control of the program in 2024. Outreach staff meet people at libraries, agencies, and encampments, ensuring no one falls through the cracks. Clients now receive a response within one business day—a dramatic improvement over other communities where entry can take up to a month.

County leaders collaborated with the Washington State Department of Commerce, Link Transit, and the Chelan-Douglas Homeless Housing Task Force to develop a program that meets state requirements while remaining grounded in local needs.

A Model for Other Communities

In its first year, the program partnered with Centralized Case Management to serve 151 households, representing 257 people. Staff guide clients through assessments that match them with the right programs and services. Applications are available online in English and Spanish, by phone, or in person at the Link Transit bus station—a central, accessible location.

The program also offers diversion assistance, covering one-time costs such as deposits, IDs, or car repairs so that households can avoid homelessness altogether.

The Chelan-Douglas Coordinated Entry System aims to serve as a model, helping other communities strengthen their referral networks and connect more people with housing.
