FOR IMMEDIATE RELEASE: Washington State Association of Counties Welcomes Mike Hoover as Senior Policy Director and General Counsel

The Washington State Association of Counties (WSAC) is pleased to announce that Mike Hoover will join the organization as its new Senior Policy Director and General Counsel, beginning July 1, 2026.

Hoover brings a wealth of experience in government affairs, public policy development and advocacy, legal affairs, parliamentary procedures, and has worked closely with and advocated for county governments, and most recently served as the Senior Strategic Advisor to the Commissioner of Public Lands at the Washington State Department of Natural Resources. He also previously worked as a contract lobbyist with the Washington State Association of Counties, making his return to the organization both meaningful and impactful.

We are thrilled to welcome Mike back to WSAC and the county family,” said Paul Jewell, Government Relations Director for WSAC. “Mike’s deep understanding of county government, combined with his legal expertise and policy leadership, will be an incredible asset to our organization and the counties we serve across Washington state.”

In his new role, Hoover will work on WSAC’s policy development efforts, provide legal guidance, and support advocacy initiatives that advance county priorities. His background in natural resource policy and prior experience with WSAC and local government positions him uniquely to address the complex challenges facing counties today.

The entire WSAC staff and Board of Directors are excited to have Mike returning in this new, full-time capacity,” added Derek Young, WSAC Executive Director. “His commitment to public service, collaborative leadership, and familiarity with our members’ needs make him exceptionally well-suited for this role.”
